On a definition of government:
"You always express surprise when government takes actions that don't seem to be in the best interest of its citizens, residents and organizational structures. Here's a definition of government which may serve to align your viewpoint:
"Government is the overt or covert but always complex and continuous determination to tax, regulate and subsidize. Possibly the only frightening thing about it is the cleverness with which these activities can be hidden."
David Fuller's view I would describe my reaction to bad governance as one of frustration and dismay rather than surprise. Sadly, good governance is the exception rather than the rule. Fortunately, in democracies we have the opportunity to change government through the ballot box.
