On France Telecom

"France Telecom is currently yielding 9.23% and has just announced that it will maintain its dividend for 3 years. Would you be tempted?"

David Fuller's view Quite possibly. France Telecom (weekly & daily) rallied strongly on that news and seems to have a decent balance sheet but first I would like to know why it has been such an underperformer for so long.
