on West China Cement
"Thanks for all of the good work. I suggest you might like to look at West China Cement HK 2233. Until a few days ago it was trading on the AIM market in London. The directors decided, correctly in my view, that UK investors did not understand it so it has moved to HK.

"I have been trading it from when it was 80 pence in London early in 2009 at a P/E of 1. These gifts do not come too often. It left London on a price around 700 pence and then raised an extra 20 percent of capital of which the institutional offering was 10 times oversubscribed and the retail offering was 136 times oversubscribed at HK$1.69 at the top level of pricing.

"Today it touched HK$2.14 and from what I understand of the results, some of which are due out today or tomorrow, will be very good so one is looking at a prospective p/e of circa 5 or less. I can see this hitting HK$6.75 within a couple of years and becoming one of the top companies in China.

"It is based in Xi'an part of Sichuan province where the last earthquake occurred and where the floods have been. They are building 5 new rail lines in China and I am advised that the company has the contract for 4 of them."

West China Cement was an impressive performer on AIM and I have added the Hong Kong listing of the share to the Chart Library. The company's website confirms it has a significant operation in Sichuan but Xi'an where it is based is the capital of Shaanxi province.
